The Metro Express is the first light rail system (LRT) as a new mode of public transport in Mauritius. The total route length is 26-kilometres with 19 stations linking major town centers to the capital city. It was expected to relieve the chronic road congestion due to increased car usage while providing commuters with an additional travel option to connect to major destinations. In December 2019, the Government of Mauritius successfully opened seven stations for passenger service in the first of a two-stage operational schedule.
To enable Government of Mauritius to successfully execute and put in place measures and frameworks for the operation of the LRT system, MSI Global was engaged to provide consultancy services and advice on regulatory requirements for safety, performance management and incident, emergency management requirements. Financing policy and governance advisory services were also provided. Additionally, MSI Global shared and advised on Singapore’s organisational setup and processes in place to govern rail asset ownership and capital investments in achieving performance targets.
