Changi Airport Group (CAG) Technical Advisory Services

The Changi Airport Group (Singapore) Pte Ltd (CAG) plans for the construction of new airport facilities, i.e. passenger terminal buildings, air-freight centre and other supporting infrastructure on the plot of reclaimed land between the existing Runway 2 and Runway 3. To ensure good connectivity between the existing and future airport sites and within the future airport site, there will be a need to provide underground tunnels / underground structures and associated infrastructure for transfer of landside and airside passengers, cargo, vehicles, baggage, etc. between and within the existing and future airport sites.

MSI was engaged by CAG to provide technical advisory services on the feasibility of technical proposals made by their Advance Engineering Consultant for the proposed tunnel connections and APM System consultant for conceptual planning and design of the Automated People Mover system. The scope of MSI’s review included tunnel construction methodology, construction risk assessment, soil investigation and geotechnical interpretative baseline report, ERSS and instrumentation monitoring schemes, and structural visual inspection and damage assessment principle report, tunnel ventilation system, traction power supply system, automatic people mover system, fire and life safety, traffic management and road safety aspects. MSI’s scope was later extended to cover detailed design of the tunnels and APM System.

The four main types of underground tunnels will be required to support the new airport development were reviewed:

    1. Airside Road Connection (ARC) Tunnels
    2. Automated People Mover System (APMS) Tunnel
    3. Baggage Handling System (BHS) Tunnels
    4. Combined Services Tunnels (CST)
